金融结构对技术创新效率的影响效应 ——不同金融发展模式对比分析

以技术创新阶段细分为研究基点，利用2009—2018年省级面板数据，构建超越对数随机前沿分析模型，实证检验技术研发阶段和创新市场化阶段不同金融发展模式下金融结构对创新产出与技术创新效率的影响效应。结果发现：在创新增量方面，银行体系发展对创新产出的正向激励效应显著优于股票市场发展，银行主导型金融结构对创新产出发挥着重要支撑作用。在创新增效方面，股票市场发展对技术创新效率的正向激励效应尤为显著，银行体系发展对技术创新效率产生抑制效应，造成较大程度的技术效率损失。结果表明，技术创新量高多产、提质增效依赖于金融结构持续优化和金融发展模式优势互补。     

试论《物权法》中的房地产登记制度

随着房地产市场的繁荣发展,房地产交易主体之间的法律关系也日益复杂,《物权法》中规定了不动产登记制度不仅有利于保障公民的财产权,也有利于保障市场交易安全。文章针对《物权法》的相关规定,提出了我国房地产登记制度的必要性以及存在的问题和完善建议。     

“嵌入性”约束下的产业转移制度安排——江苏省南北挂钩共建产业园区的经验借鉴

产业转移不仅是一种典型的经济行为,而且是一种社会行为。遵循经济学逻辑,当不同区域间的生产要素价格差距较大时,受市场信号指挥的企业就会自发采取适应性行为——向要素成本较低的区域进行梯度转移。现实中,尽管我国区域间的要素价格差距悬殊,但产业转移步伐远远落后于预期。从新经济社会学视角论证这种"经济悖论",发现嵌入本地的生产性、服务性、制度性、社会性网络制约着企业的异地转移行为,进一步提出产业转移是企业社会关系网络和协力合作网络"脱嵌-再嵌入"的过程,并以江苏省南北挂钩共建产业园区为例,验证了两地政府通力合作有利于降低"脱嵌"对企业异地生产的冲击,并能够帮助企业"再嵌入"异地社会关系网络和协力合作网络,从而有力地解释了我国区域间产业转移需要政府介入的新经济社会学逻辑。     

Objective methods for graphical structural learning

Graphical models are used for expressing conditional independence relationships among variables by the means of graphs, whose structure is typically unknown and must be inferred by the data at hand. We propose a theoretically sound Objective Bayes procedure for graphical model selection. Our method is based on the Expected-Posterior Prior and on the Power-Expected-Posterior Prior. We use as input of the proposed methodology a default improper prior and suggest computationally efficient approximations of Bayes factors and posterior odds. In a variety of simulated scenarios with varying number of nodes and sample sizes, we show that our method is highly competitive with, or better than, current benchmarks. We also discuss an application to protein-signaling data, which wieldy confirms existing results in the scientific literature.     

基于SCP范式的中国乳业市场绩效的实证分析

基于SCP范式的理论对我国乳业市场结构和市场行为的各项指标以及对市场绩效的影响进行实证分析,发现市场结构作用于市场行为并最终影响市场绩效,为企业在调整市场结构以提高市场绩效方面提供可借鉴的理论和政策建议。研究结果表明:①我国乳业行业规模经济效益越来越显著,行业进入壁垒提高,市场结构逐渐向中高度寡占型转变;②我国乳业的市场绩效与市场集中度、行业规模之间的相关关系通过显著性检验;③乳制品行业内各乳企之间的产品差异化不明显,技术程度有待加强。     

How to improve a technology evaluation model: A data-driven approach

Academic research suggests a number of technology evaluation models. To ensure effective use, models need to be improved in accordance with changing internal and external environments. However, a majority of previous studies focus on model development, while a few emphasize their implementation or improvement. To fill this research gap, this study suggests a systematic approach to examining the validity of technology evaluation models and improving them. We consider three propositions as criteria for improvement: 1) the coherence of the evaluation results with the evaluation purpose, 2) the appropriateness of the evaluation methods, and 3) the concreteness of the evaluation model. Rather than using expert opinions, this study takes a data-driven approach, wherein we analyze actual evaluation results and determine whether the model produces the intended results. A case study of 291 technology evaluation results, all made by the South Korean government in support of technology-based small and medium-sized enterprises, is conducted to verify the suggested approach's applicability. This is one of the few studies to address issues regarding improvements to a technology evaluation model. Its approach can help to develop and continuously improve a valid technology evaluation model, thus leading to more effective practice.     

城市最低生活保障兼有消费改善与劳动供给激励效应吗?

最低生活保障制度是我国社会保障体系中兜底性、基础性的制度安排,是保障民生、促进分配公平、维护经济安全和社会稳定的重要机制。本文通过对城市低保制度消费改善与劳动供给效应的综合评估发现,我国城市低保从整体上改善了受助家庭的消费状况,影响了受助家庭的消费结构,起到了提升经济福利的效果,但是对受助家庭的劳动供给激励效应还比较小。女性户主、劳动力技能低、抚养负担重的家庭,通过低保救助获得消费改善的同时,会出现减少劳动供给的倾向;男性户主、劳动力技能强、抚养负担轻的家庭,通过低保救助获得消费改善的同时,会出现增加劳动供给的倾向。下一阶段,建立健全分层分类的社会救助体系是我国实现高质量社会救助的关键所在。     

环境与就业维度下出口商品结构优化——以江苏为例

利用计量方法从环境和就业这两个指标来考察江苏出口商品结构优化,其中环境指标主要是通过碳排放指标来体现的。通过研究发现江苏九大类出口商品在环境和就业指标上都无此消彼长现象,其中对两指标都具显著影响力的为机械及运输设备,化学品及有关产品和按原料分类的制成品这两类出口商品仅对环境有着显著影响力,对就业不具显著影响力,至于其他种类的出口商品则对环境和就业这两个指标都不具显著影响力,最后得出江苏出口商品结构优化的最明确方向,即大力促进机械及运输设备的出口,抑制化学品及有关产品和按原料分类的制成品这两类出口商品的出口。     

城市化、政府财政支出、就业所有制结构与城乡收入差距

基于1985-2012年的数据,建立以城市化、政府财政支出、就业的所有制结构为内生变量的向量误差修正模型,并且用协整检验考察城市化水平、政府财政支出、就业的所有制结构的长期均衡与短期动态关系。实证分析发现:四者不仅存在长期的均衡关系,而且存在短期动态关系。具体而言,城市化、政府财政支出、就业的所有制结构在长期会扩大城乡收入差距,在短期则会缩小城乡收入差距。     

Art of the possible or fool's errand? Diffusion of large-scale management innovation

Organizations are continually challenged to increase efficiency and improve performance despite frequent cuts to personnel and budgets. These challenges force organizations to identify, develop, and diffuse various management innovations. Diffusion efforts are often met by resistance, reluctance, or ambivalence, resulting in what many consider to be a fool's errand. While management innovation may not be the forte of large, bureaucratic organizations, we present a case study of a U.S. Air Force maintenance, repair, and overhaul organization that has recently, and successfully, diffused a large-scale management innovation. Results from the case study support the development of a diffusion of innovation framework that identifies important mechanisms associated with the acceptance, routinization, and assimilation of management innovation. The framework informs leaders of the diffusion process, while the recommended actions of relentless leadership, deliberate development of personnel, and enterprise involvement drive diffusion efforts and help leaders achieve desired results in innovation diffusion and associated performance improvement. Overall, we assert that the pursuit of management innovation is not necessarily beyond the art of the possible for business leaders.
